Лицо, независимое и не связанное с процессами, происходившими во время конкретной стадии жизненного цикла подсистем безопасности E/E/PES системы в целом или программного обеспечения, которое выполняет оценку или приемку функциональной безопасности и которое не несет прямой ответственности за эти процессы.
